Yes, and so is the written proposal that follows it. We do not charge for scoping work, because you cannot fairly decide to hire us without it.
Most engagements start around $15,000 for a defined project or $5,000 a month for ongoing growth work. Below that we are usually not the most sensible use of your budget, and we will tell you so.
